- Amendment to the Synar amendment (A021) sought to retain the Armed Services Committee authorization of $3.9 billion for the B-2 (Stealth) bomber program for FY 1990. - Purpose
- An amendment to reinstate the bill's language setting out the terms for Stealth production and to permit the $3.9 billion authorized in the bill for fiscal year 1990 to be spent as long as the Defense Department certifies that the Stealth has met its original performance objectives and that cost reduction initiatives have been established. The amendment would also require that an unclassified version of the performance review for the Stealth be submitted when the President's fiscal year 1991 budget is presented to the Congress.
