- Purpose
- An amendment urging the President to enter into negotiations with the Soviet Union for a verifiable ban on the production of plutonium and highly enriched uranium. The amendment expresses the sense of Congress that such a ban should include mutual on-site inspection of all production facilities and requires the President to establish an advisory group to examine the technical aspects of a verification ban and to have that group report its findings to Congress.
