- Purpose
- An amendment stating that a domestic firm with a higher bid than a foreign firm may be awarded a defense contract if the final product is completely assembled in the U.S., at least 50% of the final product is domestically produced and the bid is not in excess of 6% of other bids. The amendment was modified to state that the amendment's application would not apply in circumstances in which the Trade Representative determines the application of the provision would be in violation of the General Agreement on Trade or the country in which the item is produced does not practice discriminatory trade practices against the U.S.
