Amendments en bloc: (1) required congressional notification for any assistance provided to the Cambodian resistance; (2) linked U.S. technology transfer to China to a decrease in assistance from China to the Khmer Rouge; (3) deleted the transfer authority for funding of the multilateral assistance initiative for the Philippines; (4) maintained full accounting for P0W/MIA's as the highest national priority; (5) condemned Chinese family planning policies; (6) earmarked $2 million for FY 1990 for displaced Burmese students on the Thai-Burmese border; (7) added clarifying language for assistance for reconstruction in Afghanistan; (8) called on India and Nepal to begin urgent negotiations to resolve their serious trade and transit dispute; (9) called upon the Soviet Union to facilitate the removal of land mines in Afghanistan; (10) urged India to sign the Nuclear Non-proliferation Treaty and comply with international safeguard provisions; and (11) added language stating U.S. support for a political settlement which provided self-determination for the Afghan people.

- An en bloc amendment consisting of several amendments to: clarify the authority granted in the bill with respect to existing law and make technical amendments to a previously adopted en bloc amendment; condemn Chinese assistance to the Kmer Rouge; express the sense of Congress that the U.S. give the highest national priority to accounting for Americans still missing in Southeast Asia; provide that $2 million of funds made available in the bill for development assistance shall be used for humanitarian assistance for displaced Burmese students on the Thai-Burma border.
