- An amendment to increase by $300 million the bill's FY 1990 authorization for environmental restoration operations at the Energy Department's nuclear defense facilities. This results in a total authorization for defense waste and environmental restoration of $1.6 billion which is the amount passed by the House when it considered the Energy and Water Appropriation bill for FY 1990.
