Amendment in the nature of a substitute sought to: (1) repeal the $40 million permanent appropriation for Tongass timber operations; (2) direct USDA to renegotiate (not terminate) the 50 year contracts with the Ketchikan Pulp and Paper Company and the Alaska Lumber and Pulp Corporation, Inc.; (3) establish 23 additional wilderness areas covering approximately 1.8 million acres; (4) establish a Tongass timber harvesting ceiling of 4.5 billion board feet per decade effective in 1990; (5) establish a 100 foot wide non-logging zone around anadromous fish streams (not including tributaries); and (6) prohibit the connection of the city of Tenakee Springs on the logging road system on Chichagof Island and the connection of Indian River and Game Creek roads. \ As amended by the Volkmer amendment (A002), language was added which would have provided that buffer zones extend to tributaries of anadromous streams in accordance with the best management practices for water quality.
