Amendments en bloc: (1) expressed the sense of Congress that the U.S. should create a comprehensive policy to work toward the elimination of apartheid in South Africa; (2) expressed the sense of Congress that the U.S. should continue promotion of direct talks between Angolan opposition leaders; (3) commended President Mobutu of Zaire in his efforts to achieve stability in southwestern Africa; (4) condemned human rights abuses by the Government of Ethiopia; (5) commended the Government of Kenya for its contribution to promoting regional stability in East Africa; and (6) established considerations to be made in granting military assistance to foreign governments.
