- An amendment comprised of several amendments en bloc to encourage a variety of transportation options, particularly those which are nonmotorized and low cost in nature, as real solutions for the mobility needs of poor people in developing countries; to improve pre-project planning and environmental impact assessments of projects by making use (as appropriate) of United States technical expertise, primarily in the private sector; and, to clarify the definition of the word "school" for the purposes of the bill to include any institution which provides activities of daily life training, vocation education, and related services to the mentally retarded.
