Amendments en bloc: (1) encouraged the use of a variety of transportation options, particularly those nonmotorized and low cost in nature, as solutions for the mobility needs of poor people in developing countries; (2) authorized the use of United States technical expertise in order to improve pre-project planning and environmental impact assessments of projects; and (3) clarified the definition of the word "school" to include any institution which provided activities of daily life training, vocational education, and related services to the mentally retarded.
