Amendment sought to exempt agricultural, petroleum, fertilizer, and coal products from provisions which require recipient nations of any foreign aid cash transfer program to purchase U.S. goods and services and ship at least 50 percent of such purchases on U.S. flag vessels. \ As amended by the Craig amendment (A005), forest products would also have been exempt from the cargo preference requirement.
