- Mr. Rohrabacher raised a point of order against the Regula amendment (A003). Mr. Rohrabacher stated that the provisions of the amendment offered by Mr. Regula contained authorization language and as such, constituted legislation on an appropriation bill. The Chair sustained the point of order.
