Page 369, after line 16, insert the following: \ (h) ACQUISITION OF MOTOR VEHICLES.-- \ "(1) UNITED STATES VEHICLES.--Funds made available to carry out this Act may not be used to finance the purchase, sale, long-term lease, exchange, or guaranty of a sale of any motor vehicle that is not manufactured in the United States. \ "(2) WAIVER.--Where special circumstances exist, the President may waive paragraph (1).
