Page 454, after line 24, add the following subsection: \ (d) ELECTORAL REFORM.--It is the sense of the Congress that the electoral reform laws and media laws regulating political broadcasts adopted by the Sandinista Government as well as the appointment of members of the supreme electoral council fail to fulfill the minimum standards required by the Tesoro Beach agreement to ensure free and fair elections in Nicaragua in February 1990.
