- An en bloc amendment removing the discretionary provisions of the bill which authorize the President to withhold 20 percent of the United States assessed contribution to the U.N. and related agencies for a lack of progress in enacting bugetary reforms mandated by the Foreign Relation Authorization Act for Fiscal Years 1986 and 1987.
