Amendment originally sought to require any U.S. government agency which spends funds to influence the 1990 Nicaraguan elections to provide unclassified reports of such expenditures to the House Foreign Affairs and Senate Foreign Relations Committees. \ As amended by the Hyde amendment (A020), the language was changed to require "classified" reports to the "appropriate committees of the Congress".
