Amendment, as originally offered, extended the hold harmless period from 2 to 4 years whereby no local education agency would receive in the first year less than 85% of the average amount it received over the previous three years; and, during the second, third, and fourth years would not receive less than 85% of its previous year's allocation. \ As amended by the Goodling substitute amendment (A004), the percentage was reduced from 85% to 80% and the hold harmless period was limited to 3 years.
