Purpose
An amendment to reduce new budget authority in the bill by a total of $1 billion to $3.7 billion by deleting or reducing certain appropriations in the bill and to provide funding for certain other programs by transferring or reprogramming existing funds. The amendment would not eliminate the bill's funding for anti-drug programs and it would not eliminate the bill's funding for veterans programs. In addition, the amendment would eliminate the appropriation of $153.5 million for homeless programs; provide $15 million by transfer for emergency food and shelter programs administered by FEMA; provide $88 million for payments for the operations of low-income housing projects by transfer; cut the amount for fighting forest fires by $258 million; eliminate the $70.7 million amount for the FAA; cut $75 million from the Conservation Reserve Fund; delete the amount of $250 million for payments to Japanese-Americans interned by the U.S. Government during World War II; Delete $32.2 million for NOAA; delete $43.2 million for various Justice Department activities, and delete $18.3 million for the Securities and Exchange Commission. Finally, the amendment provides $16.2 million for the Judiciary by transfer and $500,000 for the FEC by reprogramming.
