- An amendment to withhold payment of the U.S. assessment for the U.N. peackeeping forces in Angola unless the parties to the Tripartite Agreement on Angola (Cuba, Angola and South Africa) and the Secretary General of the U.N. certify that all Cuban troops in Angola are being withdrawn.
