- A substitute amendment which would reduce budget authority for FY 1990 defense spending by $35.4 billion and raise $20.1 billion in additional revenue through various tax measures targeted at corporations and individuals in upper income tax brackets. The amendment calls for $13.5 billion in additional funding for domestic discretionary programs, including $2.5 billion for child care. The amendment also projects a deficit $7.3 billion lower than that projected in the resolution.
