Amendment provided that the Secretary of Agriculture could allocate the decrease in the level of price support required on July 1, 1989, between the purchase prices for nonfat dry milk and butter "in such other manner" as the Secretary determined would result in the lowest expenditures by the Commodity Credit Corporation. It also required Congressional notification of such determination.
