An amendment to specify that with regard to democratic reform and human rights in Kuwait, the President shall report to the appropriate congressional committees (not later than 60 days after the date of enactment of this Act) as to whether the Government of Kuwait has complied with the conditions set forth by the amendment so as to qualify for continuation of aid.
