An amendment to express the sense of the Congress that the President of the U.S. should confer with members of the UN Security Council and seek appropriate Security Council action to establish an appropriate international tribunal to try all individuals, including Saddam Hussein, who were involved in the planning or execution of war crimes and crimes against humanity during and after Iraq's August 1990 invasion of Kuwait.
