Purpose
Amendment to the Burton amendment (A045) prohibited delivery of U.S. foreign assistance to the Communist Party of South Africa and provides that the President shall undertake efforts to ensure that recipients of United States assistance in South Africa are not engaged in violations of internationally recognized human rights, including the unlawful detention of individuals, and have in place democratic processes for internal decisionmaking and the selection of leaders. \ The above was replaced with passage of the Walker amendment (A048).
