An amendment to add language to the provisions of the Miller amendment which helps to more narrowly define the criteria used by the Interior Department when it is determining what constitutes a "farm" or a "farm operation." The additional text would cover situations where the Secretary has determined that providing certain farm services is actually customary farm practice and not an attempt to evade reclamation law.
