An amendment to add further text to the Volkmer amendment which would require the following conditions to be met prior to extension of aid to Jordan: 1) the Government of Jordan has demonstrated its willingness to enter into direct bilateral negotiations with the State of Israel; 2) the Government of Jordan has recognized Israel's right to exist; and 3) Jordan is not providing assistance (other than humanitarian assistance) to Iraq.
