An amendment comprised of two amendments offered en bloc to provide that economic assistance to Yugoslavia which is otherwise authorized by law, shall not be prohibited as a consequence of the enactment of the provisions of the bill, and to include democratically elected governments of republics within the Soviet Union within the list of exemptions of prohibitions for assistance as well.
