An amendment to require, as a prerequisite to receiving U.S. aid, presidential certification that India has not developed any new nuclear explosive devices. Thus, India would not be required to destroy any existing nuclear devices it may possess, but would be prohibited from building or aqcuiring any further nuclear weapons.
