An amendment comprised of several amendments offered en bloc consisting of the text of amendments Nos. 1-6 of House Report 102-838 which would: 1. Make technical changes and modifications related to the National Education Goals Panel; 2. Encourage the recipients of such assistance provided in the bill to purchase American-made products; 3. Allow state and local education agencies to waive certain membership requirements regarding the makeup of the education reform panels established by the bill; 4. Authorize $20 million in fiscal years 1992-96 to establish a Parents as Teachers Program; 5. Require that equity in gender be used as a criteria in establishing local education reform panels; 6. Authorize $500,000 in fiscal year 1992 and such funds as necessary in fiscal year 1993 to establish a Commission on Values Education, to develop education programs to promote ethics, democratic principles, and establish an Ethics and Values Demonstration program under the fund for Innovation in Education.
