An amendment to authorize the Corps of Engineers to provide assistance, at an estimated total cost of $150 million, for the construction of water supply and sewage treatment systems for unincorporated towns along the U.S.-Mexico border. The assistance would include grants and loans, as well as planning, design, and construction assistance.
