- An amendment to modify provisions of the Stevenson-Wydler Technology Innovation Act of 1980 to allow Federal agencies to secure copyright on behalf of the United States for any computer software prepared in whole or in part by government employees while working in collaboration with other entities.
- Purpose
- Amendment sought to: change antitrust laws to allow for joint production ventures; change product liability laws; and provide for the review of non-intended social effects of new Federal regulations. \ A point of order was sustained against the amendment on the grounds that it proposed to amend several provisions of existing law not amended by the bill reported by the Committee on Science and Technology, and thus was not germane to the bill.
