An amendment which reduces the bill's authorization by $100 million to $700 million in FY 1992 and provides "such sums as necessary" for fiscal years 1993 to 2001 for reform activities for state and local schools. The substitute also authorizes $100 million in FY 1993, $200 million in FY 1994, and $300 million in FY 1995 for New American Schools. The substitute also authorizes $10 million in FY 1993 and "such sums as necessary" for fiscal years 1994 and 1995 for a demonstration program to provide mentors for at risk elementary and secondary students to help improve their academic performance and reduce the dropout rate.
