An amendment consisting of several amendments offered en bloc to do the following: Reduce funding in the bill by 4 percent, from $30.1 billion to $28.8 billion; delete provisions in the bill that revise the rental assistance program; establish preferance to certain disabled veterans for Section 8 housing assistance; authorize tenants of distressed public housing projects to vote to transfer the management of their project from existing public housing authorities; increase from 10% to 20% the flat local matching fund requirement for activities under the HOME program; prohibit HUD from providing assistance to local housing counseling services which are not certified by HUD; and to authorize Community Development Block grant funding to be used to assist state and local governments in removing regulatory barriers to affordable housing.
