An amendment to appropriate $50 million for guaranteed loans authorized by the Maritime Administration for construction and conversion of commercial U.S. flag vessels which are deemed by the Secretary of Defense to be of a suitable type and class to fulfill a military capability in time of war or national emergency. The amendment also appropriates $2,800,000 for administrative expenses to carry out the loan program, which may be transferred to and merged with the Operations and Training appropriations for the Maritime Administration.
