Amendments en bloc require Federal agencies to comply with the requirements in public law and an Executive Order that deal with instituting energy efficiency improvements in Federal buildings; and provide that none of the funds in the bill may be used in contravention of section 303 of the Energy Policy Act of 1992 which requires that alternative fueled vehicles be acquired by the Federal government for the Federal fleet.

- Purpose
- An amendment enbloc comprised of two amendments offered by Messrs. Gordon and Engel to prohibit funds in the Act from being used in contravention of section 303 of the Energy Policy Act of 1992 and to prohibit funds made available by the Act from being used in contravention of the Federal buildings performance and reporting requirements of Executive Order 13123, part 3 of title V of the National Energy Conservation Policy Act or subtitle A of title I of the Energy Policy Act of 2005.
