An amendment in the nature of a substitute to extend for 5 years the existing provisions of the Voting Rights Act related to bilingual assistance in registration and voting. The bill would expand and extend the provisions for 15 years. The substitute would delete the provisions in the bill which expand the number of counties required to provide bilingual assistance and extend application of the provisions to Indian reservations. The amendment would also direct the Justice Department and Census Bureau to conduct a study to determine voting participation rates of monority language groups, and the jurisdictions which would be required to provide bilingual assistance under the proposed expansion of assistance.
