An amendment to permit the Federal Transit Administration to grant a temporary waiver of state and local matching fund requirements for certain mass transit programs undertaken in FY 1993. Payment of such state and local matching funds would be required to be paid by 1995. Outstanding matching funds after 1995 would be repaid through reductions in federal highway and mass transit assistance in fiscal years 1996 and 1997.
