- Amendment sought to prohibit the use of any appropriated funds to pay for or reimburse employees to participate in fitness activities during duty time or pay for fees at a private health facility. \ A point of order was sustained against the amendment on the grounds that it violated clause 2 of rule XXI in that it proposed to change existing law and constituted legislation in an appropriations bill.

- Mr. Roybal raised a point of order against the Klug amendment (A010). Mr. Roybal stated that the provisions contained in the amendment constitute legislation in an appropriations bill by imposing new determinations which exceed the scope of the bill. The Chair sustained the point of order.
