Purpose
Amendments en bloc: encourage the Defense Department to participate in joint research and development programs with the independent states of the former Soviet Union; establish a volunteer program to assist East European countries, the Baltic States, and states of the former Soviet Union; authorize benefits to DOD temporary employees; limit redeployment of Minuteman III ICBMs; place restrictions on the use of funds for nonvalidated biowarfare threats; require the Navy to report to Congress on compliance with the domestic ship repair law; increase funds for the U.S.-Israel Endowment for Defense Industrial Cooperation; require DOD to take into consideration a community's ability to compete when relocating finance and accounting activities; authorize Air National Guard construction at Truax Field, WI; authorize construction at Langley Air Force Base, VA; authorize a program to commemorate the 50th anniversary of World War II; place limits on DOD support for U.S. contractors selling arms overseas; add protections for Air Reserve technicians; authorize National Guard construction in Richlands, VA; establish procedures and rights concerning mental health evaluations of members of the armed forces; extend CHAMPUS coverage to end-stage renal disease; revise repayment procedures under the Voluntary Separation Incentive program; clarify the elig.bility for disability retired or severance pay for certain reservists; permit DOD to provide services to educational programs at the U.S. Space and Rocket Center, AL; increase funds for the Joint Remotely Piloted Vehicles program; encourage initiatives to assist Eastern Europe and the former Soviet Union in replacing dangerous nuclear reactors; require the GSA to maintain a list of those prohibited from doing defense contract work; require DOD to report to Congress on the proliferation of military-based satellites; authorize the transfer of the obsolete vessel Wahkiakum County to a nonprofit group; strike the CBO cost estimate for the bill; require DOD to use competitive bidding when contracting out depot-level maintenance work; increase funds for the Charged Particle Beam program; place limits on overseas ship repairs; require DOD to strengthen independent cost accounting; restrict the use of reobligated funds in "M" accounts; add language regarding the time limitations for consideration of military decorations and awards; clarify cargo preference laws relating to humanitarian assistance being shipped overseas; authorize conveyance to Santa Barbara, CA, of certain Naval Reserve lands; authorize comprehensive home health care as a benefit under CHAMPUS; call for an international effort to limit the supply of illegal narcotics; authorize 190 the use of armed forces insignia on State license plates; and clarify language concerning compensation claims by contractors.
