An amendment in the nature of a substitute consisting of the text of the amendment printed in House Report 102-558, which would delete the provisions of the bill and substitute new provisions authorizing $25 million in federal matching fund grants to assist states in establishing voluntary voter registration programs and to ensure the integrity of voter registration rolls. The amendment would give federal prosecutors authority to investigate and prosecute federal, state and local public corruption, election fraud, and campaign violations and provide for sentences of up to 20 years imprisonment for conviction. More severe state vote fraud laws would supercede the provisions in the amendment.
