An amendment to increase the amount authorized to assist republics of the former Soviet Union in dismantling their nuclear weapons from $450 million to $650 million. The amendment would also authorize $100 million to coordinate efforts to monitor nuclear weapons proliferation, offset by an equal reduction in Defense Agencies' procurement. The amendment also requires the Secretary of Defense to submit a report to Congress describing the intended method of integrating and coordinating existing intelligence and military capabilities of various departments of government with regard to monitoring nuclear nonproliferation.

- Purpose
- Amendment provides an additional $250 million for nuclear weapons dismantlement assistance to the former Soviet Union; requires a joint DOD and DOE report on nonproliferation policy; provides a nonproliferation technology initiative to enhance detection and monitoring of nuclear proliferation; and authorizes $40 million for greater DOD and DOE cooperation with, and participation in, international nuclear nonproliferation activities.
