Purpose
Amendment in the nature of a substitute sought to: (1) require the President each year to submit to Congress a balanced budget unless accompanied by a Presidential declaration of national urgency; (2) restrict Congress from approving expenditures in excess of receipts unless a majority of both Houses by roll call vote approves a Presidential declaration of national urgency; and (3) exempt the Social Security Trust Fund from the calculation for Federal expenditure or receipt.
