An amendment consisting of the text of H.J. Res. 496 which provides for the following: Social Security is exempted from the budget calculation process; Congressional supermajorities (3/5 majority) are not required for voting purposes; Congress is prohibited from approving an unbalanced budget unless the President, by decree, requests such a budget; Congress is barred from approving a budget with spending levels which exceed those requested by the President.

- Purpose
- Amendment in the nature of a substitute sought to: (1) require the President each year to submit to Congress a balanced budget unless accompanied by a Presidential declaration of national urgency; (2) restrict Congress from approving expenditures in excess of receipts unless a majority of both Houses by roll call vote approves a Presidential declaration of national urgency; and (3) exempt the Social Security Trust Fund from the calculation for Federal expenditure or receipt.
