An amendment consisting of several technical amendments offered en bloc which would require the Interior Department to make any changes necessary to the Central Valley Project to provide the in-stream water flows needed to protect anadromous fish; clarify that the Interior Department should determine whether CVP water users who sell their water to others should pay a fee equal to 25% of the proceeds of said sale, or provide in lieu a certain amount of water for fish and wildlife purposes; and to change the composition of the Fish and Wildlife Advisory Committee established in the bill.

- Purpose
- Amendments en bloc provide that the California Department of Fish and Game and the U.S. Fish and Wildlife Service shall jointly establish the inflows needed to meet the objective of doubling migratory fish populations by the year 2002; give the Secretary of the Interior discretionary authority to supplement those flows as needed; and restructure the Fish and Wildlife Advisory Committee established in the bill.
