- Amendment sought to appropriate $50,000 from the Capitol Buildings Account of the Architect of the Capitol for a space audit on the uses of House-controlled space in the U.S. Capitol. \ A point of order was sustained against the amendment on the grounds that it violated clause 2 of rule XXI in that it proposed to change existing law and constituted legislation in an appropriations bill.
