A substitute amendment representing the budget request of the President. The amendment conforms to the spending levels established by the budget agreement of last year for defense and international affairs. Domestic discretionary programs would be reduced by $6.3 billion in FY 1992 and by $46.6 over five years, including a cut for Medicare of $2.9 billion in 1992 and $25.2 billion over five years. The amendment would also raise $3 billion in increased revenues through cutting the capital gains tax rate and extending the Medicare payroll tax to certain state and local employees.
