An amendment to reinstate a Defense Department policy which was in effect from 1982 to 1988 allowing military medical facilities overseas to offer service personnel, and dependents stationed abroad, abortion services when they pay for the services themselves. The amendment would require that all costs, including indirect costs, would be paid for by the patient.
