- Purpose
- Amendments en bloc: 1) authorize $4.061 billion for construction of two SSN-21 nuclear attack submarines; 2) add language permitting the Army to work with States and local entities in taking care of permits to build chemical weapons disposal facilities; 3) delay until fiscal 1993 the groundwave emergency network program; 4) require the Defense Department to implement a plan to correct the failure of flight data transmitters for the air-launch cruise missile; 5) provide for the distribution of funds derived from the sale of certain property at the Norfolk Naval and Air Bases in VA; 6) establish deadlines for the completion of remedial investigations and feasibility studies for environmental cleanup at military bases scheduled to be closed; 7) increase the authorization for the Jacksonville Naval Aviation Depot, FL, by $15 million; 8) add language concerning the grade of retired officers recalled to active duty and the mandatory retirement of regular army warrant officers; 9) require a DOD report regarding eligibility for military health care of certain minors who are not children of members of the Armed Forces; 10) clarify that the transportation of components of DOD contractor supplied items must be on U.S. flag merchant vessels when being shipped by water; 11) require DOD to purchase ethanol in lieu of gasoline in certain instances; 12).provide authority to the Secretary to rescind certain Buy American Act waivers when U.S. products are discriminated against; 13) consolidate and clarify existing statutes relating to post-employment restrictions for Government workers; 14) call upon DOD to issue special commemorative cards for Operation Desert Storm servicemembers; 15) make technical corrections to the Barry Goldwater Scholarship and Excellence in Education Program; 16) require DOD periodic reports on U.S. military personnel serving in Colombia, Peru, and Bolivia for counter-narcotics purposes; 17) call upon DOD and the Air Force to make every effort to repair the damage to McConnell Air Force Base, KS, caused by tornadoes; 18) require DOD to fund environmental restoration of closed or realigned facilities out of the 1990 base closure account; 19) require that an environmental impact statement be completed for the Strategic Target System Program to be conducted on Kauai, Hawaii; and 20) place the Pantex nuclear weapons assembly plant in Amarillo, TX, under the oversight of the Defense Nuclear Facilities Safety Board.
