Amendment102nd Congress
An amendment to eliminate the "grandfather" clause of the Federal Election Campaign Act, which allows Members who were elected prior to 1980 to convert unused campaign funds to private use upon retirement, if retirement occurs before the 103rd Congress. The amendment would prohibit all members from converting campaign funds to private use. Unused funds could be donated to charities, political parties, other Members, or returned to contributors. Any funds not dispersed in the prescribed manner would go to the Treasury.

- Amendment sought to rescind current law which permits those individuals elected to the House of Representatives before 1980, and retiring before 1993, to convert unused campaign funds to personal use. \ A point of order was sustained against the amendment on the grounds that it violated clause 2 of rule XXI in that it proposed to change existing law and constituted legislation in an appropriations bill.
