- Amendment sought to abolish within 2 years all elevator operator positions for automated elevators used by the House of Representatives. \ A point of order was sustained against the amendment on the grounds that it violated clause 2 of rule XXI in that it proposed to change existing law and constituted legislation in an appropriations bill.
