An amendment in the nature of a substitute which is generally similar to H. J. Res. 290 except for two points: 1) total outlays for a fiscal year would not be permitted to exceed 19% of the GNP for that year unless a 3/5 vote of approval in both Houses of Congress for such a purpose is achieved; and 2) the President would be given line-item-veto authority.

- Amendment in the nature of a substitute sought to require a balanced Federal budget; limit Federal spending to 19 percent of gross national product (GNP); and provide the President with a line-item veto. It would have allowed the balanced budget and spending limitation requirements to be waived by a three-fifths vote of each House for a given year.
