Purpose
Amendment in the nature of a substitute: (1) requires that for any fiscal year total outlays shall not exceed total receipts unless approved by a three-fifths roll call vote of both Houses; (2) provides that the public debt limit shall not be increased except by a three-fifths roll call vote of both Houses; (3) requires the President to submit to Congress a balanced Federal budget; (4) provides that revenues may not be increased except by roll call vote of both Houses; and (5) provides a waiver to the above requirements during a declaration of war.
