An amendment to control the diversion of national defense technologies to foreign ownership by prohibiting the merger, acquisition, or takeover of any domestic defense-related company any foreign national who is under investigation under provisions of the Defense Production Act, unless the Secretary of Defense certifies that such action would not pose a significant risk of diversion of sensitive defense technology from the U.S. to a foreign firm or government or would not otherwise harm national security. The amendment would also direct the Secretary of Energy to conduct a program to develop a reduced enrichment research test reactor, and authorizes $4.3 million for such purpose.
